When MS made their earlier public statements, they were (or should have been) taking into account the fact that Oracle's attempt to buy out PeopleSoft might well succeed. Since their offers were, until recently, hostile and it was widely reported that Oracle was trying to buy PeopleSoft to shut them down, it would be assumed that there would be lots of former PeopleSoft customers to woo if Oracle succeeded.

Bill Gates is accused of many things here and elsewhere; being stupid is not one of them. If MS said they had no interest in entering that particular market when all this was going on, and now suddenly they do, just a a few short weeks after PeopleSoft's surrender, it is not likely that there was a sudden change of heart. If the facts are as they are reported in this story (and I don't know enough to judge), it is highly likely that MS execs were knowingly trying to cause people to believe "things that were not" (to paraphrase Jonathan Swift), which is my working definition of lying.
