My best guess...
As I said in posts in the previous article, I believe this will leave open source out in the cold. The obvious road block is that this is a license, not a give away, and those receiving the IP MUST abide by the license. (Even the universities. By the way, universities do this all the time.) As licensed IP can NOT be released under the GPL, open source simply will not be able to use it.

Keep in mind that the courts have said it was perfectly alright to keep the security aspects closed (See judge K.K. ruling) and with DRM in both hardware and software on the horizon it's pretty easy to see that users won't be allowed to access server products without it. (Exchange is an example.)

As there is no way for open source to legally obtain or use the "security" IP belonging to MS it will certainly create a HUGE road block to open source. However it does not "lock in" anyone as for profit companies are able to use it and build competing products.
