Won't happen, can't happen (not anytime soon anyway!)
Until such time as MS removes I/E (and other toys) from the O/S is the #1 criteria - and pigs might fly!
Many times I've seen advocates of removing I/E from the o/s but, as with other MS app's, the temptation to integrate the item into the o/s is just too strong. It gives the perception that the app is "free" and thus a value added item to the whole (demonstrably untrue - it implements more holes and routes for nefarious exploitation) and secondly, but more importantly to MS, it creates a platform dependency (with I/E it also introduces "standards" that no-one else can, or are meant to be able to, emulate).
Whilst I agree that building a strong, user friendly, GUI onto a solid kernel is the most attractive proposition (for any o/s and application software consumer), in the MS case this would mean re-writing the o/s from scratch. It just ain't gonna happen anytime soon.
Give corporate customers a reason to be able to chop and change the current licensing model (O/S, Office, IIS/Windows Server, DMR controls etc. etc.) by adding whatever periferal systems/apps &/or subsystems/apps "they" need, not those packages that MS says they need and charge for? - methinks not!.
