Flawed NBM'er Logic
This won't hinder Linux or OSS development, though it might help shops already doing Winblows development. What they could've done that might have made a difference is offer Windows as a core technology, sort of a cafeteria version of XP embedded. Windows as a service. Now that might have derailed some *nix development or changed its direction, but there's no fear of that ever happening. OSS existed before Windows, though M$ has certainly encouraged more OSS development and experimentation than any other company.

This announcement is little beyond public hype to pretend they're complying with the terms of the settlement and maybe offload support for loser components like IE.
