euphemism for a future threat
the aliens thing is a euphemism for a future threat of some kind.
For example, and asteriod of immense proportions heads for earth, or some large geological event.

The point is, whatever system we choose should maximise the acceleration of technology (in order to ensure the survival of the species).

Just because we can't see a threat right now, we shouldn't as a species sit on our hands.
Personally I think the ridiculous USPTO system is tandemount to 15th Century china turning in on itself, and freezing development of technology.

Some person in the Aztec civilisation might have thought that there was a possibility that someone would come across the ocean, and that they should have prepared for that event.
But guys like you probably ridiculed them. Or the other crown who assumed they would be benevolent "gods".
Er yeah right.
