Something like a mine
It's 100% defensive. You lay out an area, clearly demark it with buoyage and deny an area to a potential adversary.

On the other hand, you can also surreptitiously mine a shipping lane. The mine itself is 100% defensive - a ship has to run into it - but its employment can be other than defensive - think Lusitania.

Patents are like that.
