Not the technology, it's implementation.
The technology has the potential to be helpful through certain uses. It also has the potential to enable a level of tyranny unprecedented in human history. Without strong limitaions on it's use and strong protections for the people, it will inevitably be used against us. Of course the justification will be "security".
