Not entirely sure about cost but...
What is now called Sharepoint Services used to be called Front Page Server Extensions. Now I think they're building the extensions into the Widnows Server file services.

I agree that this is just one example - by itself it wouldn't justify a company upgrading to Windows Server 2003. But when you take everything into consideration, lots of companies will be willing to pay the price.

I'll add - somewhat off topic - that the comparison of "Linux" with "Windows" is kinda like comparing apples and oranges. Linux is a kernel - nothing more. You can't do much with a kernel. To make Linux useful you need to add lots of things - an application server being one example. IBM, Oracle, BEA and Sun charege BIG BUCKS for the J2EE-based app servers. Sure, you can go out and use "free" file servers but most big companies won't do that. They like having someone to call when they have a problem. When you add it all up, Windows actually is a good value for anyone who doesn't want to muck around with the OS internals.

Just my personal two cents.
