Cost Benefit Assessment Applies
Surely there is additional effort or cost to "Meta Tagging" (standard or definable) but it is "one-time" for each new entry.

If a document is worth referring to, it is worth putting in the effort of "Meta Tagging" and perhaps charging directly or indirectly.

Manual and automated facilities are available or can be created cost-effectively.

Estimate the benefits and volumes. Then investment decision is simple to make.
