The Key is Organizing--not Searching
The purpose of search is to find what is sought.

So, one has to begin with describing what is sought. This is overlooked in simple search engines.

Then the focus is on organizing the documents and its parts through categorization, indexing, tagging, machine-readable annotations etc. Document is a composite object and it is an error to place it under a single category. It can genuinely belong to multiple categories. Such organization is eminently feasible and practical in corporate information bases since they are all defined and controlled.

IBM can surely succeed by building on its technologies?not by mimicking simple but not so effective search techniques of popular players. The effectiveness of search is in finding a minimal ranked list of documents or sections of documents with high precision and full recall?not in long lists of any which document which contains the search word somewhere.
