This is a smart move. A lot of intelligent people in China.
This will let them tap China and Linux. For marketing reasons they also need a China presence. They should eventually run all of their tools on top of Linux, the users would not know the difference, and they can dump the R&D on the base OS and focus on adding value.

And, I will be one of the first to buy a Linux based Palm!!!
