The citizens don't count?
the vast majority of proprietary software companies in the EU want it. (You know, the folks actually paying the bills/taxes.)

Seems it makes no difference if the economies of the member states would benefit, it's the interests of a relatively small and vocal group that counts? You may be right; I don't have a clue about politics.

But it just may be that the EU might join in a deliberate consideration whether software patents increase or impede innovation and employment. The US FTC has recently gone through a panel study on competitiveness and innovation, and there was anything but concensus that the "patent thicket" encourages companies to concentrate research resources. The emphasis seems not to be on research, as with the traditional arts, but rather on "defensive patenting."

Software patents have had 20 years to prove themselves and have not done so. Any attempt to shrug concerns away is disengenious.
