For one thing...
For one thing they were waiting on 64bit hardware. Microsoft launched a 64bit OS with the advent of Itanium. They took a wait and see approach with 64bit extended. Although AMD launched it earlier, Intel was claiming there was no need for 64bits in the desktop. Now one might argue that Microsoft should have launched to coincide with the AMD products but because they would run a 32bit OS and they have a much smaller market share then Intel there was no real compelling need at the time. Now with Intel entering the game there are more market driven reasons to play in the 64bit arena.
