May be a nuanced plan is afoot?
IBM is the problem for both Sun and MS. IBM is dependent on Sun due to Java - WebSphere is one of the IBM consulting cash cows, and all three compete in terms of web services.

Linux's threat to Sun is more due to IBM pushing it on IBM servers. Dell and HP is still more WinTel than Linux, so they don't directly threaten Sun as much as IBM.

Would it not be in Sun's interest to add confusion to the open source/Linux ecology by adding new licensing, and stripping potential development to Solaris, and away from Linux? And of course any hit to IBM would be good for both Sun and MS.

Last but best - the MS and Sun integration. The Java wars between the two seem to be over (for now). What if there becomes tighter interopterability between .Net and Java, at the OS level? That a .Net or Java program would run natively in either a Windows or Solaris environment would be a big win between the enterprise and both MS and Sun, with the added sweetner of harming IBM. That means the crown jewel is the Java JVM, not the Solaris OS - so no loss of value to the stock owners. And due to the agreements between Sun and MS - any howling that Sun has to provide the same functionality to a JVM for Linux would have to be ignored.
