Cost savings
By hiring local workers the money stays in the Indiana. A well paid tech workers pays more taxes, spends money in business allowing them to grow and hire more tax paying workers. As well business taxes increase.

On the other hand if the money goes India the money just leaves Indiana. Lower taxes may result and that too can boost the local economy by leaving more money in the currently employed peoples pocket who spend. That creates more jobs, maybe even tech jobs that generate more taxes.

So if it's has to be a lot cheaper to make sending it to India a viable plan. A savings that will be big enought to allow a tax cut or at least make it so taxes do not raise.

At the same time techworkers in Indiana have to be careful in what they want to be paid. If they ask for too much they make it a lot cheaper to go with India. It's competition after all. If India will do it with contract workers being paid $20 per hour and Indiana tech workers demand $100 per hour in contract fees then the job should go to the India developers. On the other hand if tech workers are willing to do the work for $25 per hour it's better the jobs stay in Indiana as the cost savings isn't good enough to warrant the contract going to India.
