Not so much in EU

As far as EU it is outsorcing and not offshoring. Romania for
example was found to be a good source of IT labor and
much closer and chances of better knowledge of other
languages than English.

You cannot expect that all employees in EU will speak
English. This is multinational environment and a person
with computer problems will not neccesarily speak English.
Therefore Dell may need to revise their strategy as soon as
other computer manufacturer will sell more in EU providing
quality service in required languages. The same as far as
Eastern Europe... and remember that Russians come to the
USA and they are source of one of the best educated people
in the world (including scienmtists - no joking... and no, I
am not Russian). They may not need to work for the USA
anymore. That's just a matter of time.

Even though we, Europeans speak frequently 2-4 languages
it does not mean we want to speak them at work in our own
country. This also holds true to Americans and Australians,
but well... how many languages most of them speak and
which one?
