Technology is not the answer but it does have a part to play
working for a leading vendor in the compliance market my obvious retort is to completely disagree with your view point, but the reality is that you are essentially correct. The problems out date technology and as you say you cannot legislate morality. You can however, as a corporation, ensure relevant regulatory policy is deplayed in real time before each communication is completed. Enforcing policy is one way to distinguish corporate responsibility from personal accountability. Active Policy Management is used by most of the tier 1 banks and is having a positive impact on regulatory compliance. Technology is not the answer in itself but it has a significant part to play.
