That was a state sponsored requirement required by a number of states. The article stated that once the Federal Law is enacted it supersedes the states MORE stringent requirements and makes them null and void. That WAS a great boon cuz all ya had to do was setup rules to move anything with ADV straight to the trash bin. Of course now even that is a moot point.
