Be careful unless you like gov censorship
The only spam I ever get is from companies that I want to get it from. The biggest mistake most people make is having a hotmail or aol account. Anyone stupid enough to have one is asking for it.

You don't laws to stop email just a little common sense and an occasional change of email address.

If you restrict email advertising, phone advertising, you may limit free speech. What if I wanted to send out an email appealing for support of a political position. Would that be illegal? What if a charity or school wanted to send out emails soliciting donations? The point is once you start where does it stop?

Will there be an email tzar that arbitrarily decides what is a legal spam and what is not?
