DMA is a joke and so is the Legislation
Oh, great. The useless state laws are going to be pre-empted by useless federal laws. Big deal. It's great to know that our federal legislators have spent so much time to come up with something so weak that even the DMA likes it.

Of all the spam I've received, I don't believe I have EVER seen one with the "ADV" prefix and I live in one of the states that requires it. Guess that proves how much the spam laws are enforced (they're not).
