Only solution is to charge the advertiser for the spam
The only legislation that will put a stop to spam is to require an actual payment to the recipient of the message a fee equal (or competitive) to the rate the post office charges. At least this way they are not STEALING your inbox, and with the consequences associated it will no longer be the most appealing method of advertising. Recipients would be more likely to read their email and give valid email names when asked to register. The charge could be deposited to an account that could be used for online shopping....... Open enough spam mail and buy yourself a Big Screen TV.
