Incremental improvements aren't enough

When does the software get to be good enough after this work by the maintenance experts?

If a priority is problem-free operation and the functionality of the software is limited so that few problems are likely to arise, then the number of maintainers needed in a given organization will decrease.

The problem is that when software gets unambitious the need for staff and the skills required both decrease. If you want to have staff working in IT, the situation you describe as ideal would be devastating.
Be careful what you wish for...
