Too Expensive
Apparently Adobe makes enough money that they can abandon the small and medium sized businesses. The minimum license for Elements is 1000 users!

So when we create PDFs our PCs use OpenOffice or print via a Ghostscript "printer" on our Linux servers. Our Macs create PDFs directly from their print function.

Hat's off to Adobe for creating the PDF format, but I wish you weren't so greedy. We would be happy to purchase your software if it were reasonably priced.
