Answers for ya.

"Is there a standards body defined and free of obstructions XML format or is XML just a Microsoft format?"

XML is a public format, the schema used is not.

"If Microsoft is going to continue development, what happens to the changes? Are they also free of cost in perpetuity, or do they incur a cost?"

The crystal ball doesn't have an answer.

"The only valid solution is the placement of the format into the public domain as it now exists."

Um, how is theat a solution for the owners (Microsoft)?
