VoD has been around for some years now!
If you are still using POTS (53k US) and ATA-33, that is your problem. For those that have faster connections and better hardware (say ATA-100 or SATA), there has been reasonable performing VoD for a few years now (since about '96 actually). In order to do pause and other features that one expects with VoD these days, local storage is used as a cache. Being able to watch the content almost instantly has been around since the late 90's (due to residential broadband connections). They are even doing (or moving towards) this with cell phones and mobile wireless devices.
