Of course, these are nothing new to the Linux community; both are very mature. GIMP, in particular, could eat a huge chunk of the PhotoShop on Linux.

Adobe needs to either (1) show how they add value beyond what GIMP and ImageMagick can do, or (2) show its existing customer base that they can indeed migrate to the IT department's new platform. (Case 2 assumes the CEO/CFO has told the IT department it needs to explore innovative cost cutting.)

GIMP is good enough for lots of commercial applications; a lot of migrating PhotoShop users would discover that. But PhotoShop is now only part of an integrated Adobe suite, which Linux developers haven't touched.

A good quality PostScript/EPS/PDF authoring tool like Illustrator does not exist on Linux. They could also open their type libraries to Linux customers; prices on these are not out of reach of individual customers, could improve the look of lots of Linux-generated documents, and would provide compatibility to professional imagesetter equipment, where the fonts can cost a LOT.
