Wasn't just 2 weeks ago that Ellison tried to scare shareholders into taking the then-current $21/share or else face losing that offer to a lesser one?

Hmmm, now he sees that shareholders are smarter than that, so he's going to try a new tact - giving them an offer that approaches the reality of the value. If you can't shake 'em down, then pull out an honest offer as Plan B.
