Why do you license?
You license to copy a work. Like you have to do when you install. You know where it displays "Copying Files: Please Wait".

Now it seems if you aren't copying then the licensing is not in effect.

So if you bought a bundle of 6 CDs with software on each CD and sold those CDs individual there is no problem. Now if you had 1 CD with 6 software applications and copied them to to 6 individual CD that would be a problem.
