"Dozens of countries are adopting them at the behest of the U.S. government, which has been on a mission to beef up border controls since the Sept. 11, 2001, terrorist attacks."
Translation: foreign countries are "adopting" these passports or else they will be bombed or sanctioned. They will bend to our will or face higher export taxes.
"The harder we make it for someone to fake a passport or travel as an imposter on a U.S. passport, the better off and safer we all are."
Indeedy! Now all we need to be wary of is the US federal government launching a staged attack against its citizens again in order to drum up some jingoistic support for a whole new imperialism campaign!
"The chip, smaller than the width of a human hair and holding only 64K of memory, also has enough room to store biometric data, including digital fingerprints.."
So in order to get a new passport (tracking/profiling device), you will need to be fingerprinted even if you have no criminal record. US: land of the "free" indeed!
Aha! Supercom! What a great bunch of wholesome Israeli folks! They only own and run (and have backdoor access to, BTW) ALL of the wiretapping equipment use by all law enforcement in the USA!

"The chips, which would be embedded in passport covers, can instantly broadcast their data to immigration officials with the right scanning equipment from a distance of a few inches."
And in just a few short years it will cover the span of most likely a quarter mile. Land of the free!
"The chips, known as radio frequency identification (RFID) chips, are similar to the ones used to track livestock, identify lost pets.."
Livestock, lost pets! Oh, the analogies are wonderful!
"The State Department is mum on the cost of all this new e-passport technology, but it?s been reported that the agency plans to pass the bill on to citizens by raising the price of passports."
Bwahahahaha!!! You mean we'll have the priviledge of paying for it too?! Splendiferous! Magnifique!
" "Unfortunately, there is only one possible reason: The administration wants surreptitious access themselves,".."
No they don't! After al, we haven't done anything wrong! Stick a bubbly hot chip up my arse today!!!
Moreover, has ANYONE thought of the health implications of all of the radioactive energy flowing all over the place, with them wanting to put a chip into every last fecking thing? Soon your clothes, phone, passport, and who the hell knows what else will be receiving and transmitting all sorts of energy back and forth. Haven't they, ummmm, do ANY testing to see if this is safe? Oh wait: they did, with cell phones! And they found it merely causes lower sperm counts in men and brain tumors for all!!! YES!!!
