Most projects fail
It isn't technology. It's management. A working group was formed last spring under the auspices of the Federal CIO Council to raise the capability and maturity of project management in the federal government. It quickly became evident that the problem is more universal than IT, as NASA, DOE and FAA, which spend far more of their budget in "hard" projects, joined in. Project Management Institute and several leading academic institutions are also lending strong support. Major firms recognize they share the same problems, but industry has been excluded from this round, simply to keep the size and complexity of the work under control.

Findings and recommendations were hammered out - that's an understatement! - last month at an off-site working session. The PMI Industry Board was briefed two weeks ago, and the Office of Management and Budget brief is next week. Unfortunately, the brief has not been posted and I can't enclose it here, but here are the recommendations. http://www.fcw.com/fcw/articles/2003/1103/web-emory-11-04-03.asp

The working group has pared down to about six stalwarts, but the final report should be ready for the printer in maybe two more weeks.

Yes, project management is a universal problem, the field is still immature, the problem is not only IT, and at least for the moment there is management focus on it. We can only hope...
