And to go further.... This is a cycle. Cut cost and get more done by doing outsourcing short term layoffs..CIO's look good,..
but companies find that then need more people to manage the outsourcing partner and quality is difficult to control...
so back to in-house...The immediate short term costs is cut and CIO's look good again... As hiring comes back and cost increase eventually the cycle will repeat itself.
All of this is caused by bad management pure and simple. This isn't a technology problem but a process problem.
