Its all about marketing ...
If you look at the EULA that comes with most commercial software products you'll find that technically you don't own it, you just have the right to use it. Thus, in reality, its ALREADY a service rather than a product. The SOA marketing blitz just clarifies the issue for those who have fantasized that they actually owned all the software on their shelves. From Windows (ever use Windows Update? ... tell me if thats not SERVICE oriented) to all of the major applications, none of them are products, they are all services that come to you initially on a CDROM marketed in a box that makes you THINK you are buying a product.

So those who want to own their software, and don't mind travelling coach to make that happen, use GPL software. Those who don't care, but just want to get the job done first class, rent their software from one of the large proprietary vendors. In the past the line has been blurred also by the fact that companies have tended to view software products and services as two distict expenses, but the reality is that, under the applicable EULAs, its all services, whether it carries the title 'software services' ala Red Hat, or the title 'software product' ala Microsoft. Its all the same animal, its just in a different package.
