Time frames are way off
Speaking from the standpoint of the owner of one of the 1,800 software companies: SOA is really just a way of implementing changes effectively. We actually release monthly updates to our products. We have the ability to release new services within a 30 day period.

For example, we recently received requests for a new form of electronic processing via the 'net. We were able to R&D, test, implement re-test , release within 30 days.

How, we simply concentrate on a core set of products. We are not everything to everyone. We don't want to be.

The reality is, that a ton of small software companies already use the theories behind SOA today. We just don't call it that.
