This most likely has little to do with the overall competency of the Linux OS as opposed to Windows. It probably has everything to do with a migration to Linux that was ill conceived in the first place and poorly implemented along the way. Those agencies planning a tight budget do it yourself migration to Linux should take heed and proceed with caution. Paris has every reason to move slowly and deliberately and be ready to back off if things get dicey. Linux OS should be viewed as a software tool, not as a religious experience or panacea for the problems of life. And there are cases where the answer to the problem is Windows or Mac and those who insist on stuffing them in favor of Linux will end up paying the price. Wholesale roughshod migrations will result in fiascos, end of story. Those who don't pay attention will pay the price.
