There's also the trend of reducing IT expenditures because computing has been reduced from a source of expense-saving innovations to a cost center. Even paying attention may be considered too expensive.


Also, you noted:
IBM and Microsoft have a long history. Nothing would be more satisfying to IBM than to repay Microsoft for what they did in terms of hijacking the PC platform that IBM conceived and introduced.

There were pc's before IBM. As you know, the first pc was assembled with off the shelf parts to assure quick production. They even let an outside company produce the software. The reason for such speed was the prospect that IBM might miss a substantial new market.
So, I wouldn't give IBM too much credit for first-to-market.
