Your assumption is wrong
In our company we use two applications, one home-grown Access application that basically runs the company, and one hardware-driving specific program.

Both programs are critical to our daily operations and neither have Linux (or Mac OS or OS/X) equivalents.

The Access program took a full year of development and literally touches every employee and department in the company. We're currently putting the final touches on a replacement program for it (also in Access) that we first had quoted by outside companies. The *best* price we got was $500,000!

Our development costs have been less than 1/10 of that--something that couldn't have been done using C or C++ with an Oracle back end, never mind all the other related costs--and extra development time.

The other application is used by one department--but without it we would have no company.

That's just two example programs. We also use Office (like just about everybody) and a few of our other programs are also hardware-required by the hardware's manufacturer.

And we're just a small company with a couple of hundred employees.

Now imagine taking a city like Paris, swapping out EVERY SINGLE CUSTOM APPLICATION with a written-from-scratch replacement.

I think the 12.4 million per year is conservative myself. happy

Besides, if this stuff was easy IBM for one would have certainly have done it by now...
