I haven't read much about IBM and its commitment, but will accept your observations.

Anyone watching will notice the Herculean efforts, if such are needed, and might become more cautious.

I think you're right about a slower process being more successful. That, too, is a good lesson.
The best lesson of all, though, is the observation that this is substantial trouble and expense for no gain in functionality.

I'm also thinking about Munich, which originally wanted to encourage local open source, ending up with an American owned distribution implemented by an American company. That, too, must be disappointing.
