what do you mean by "routes everything through the kernel"
As interrupts cause the CPU to go into superuser mode (privileged or whatever), all systems have to be in kernel space (normally only the kernel is privilged cdode). The kernel will decide what to do, and despatch accoringly to user mode processes (or in earlier linix, privileged mode drivers).
