If you want these features bad enough, you can always download the kernel source and patch it (a LOT easier than most think). There are already many patches out there and people can pick and choose what they want.

I remember talks about something similar a while back, and the conclusion was that for general use, the costs outweighed the benefits. But hey, if you are one that needs it, go for it.
