Uh... yes it does.
What WM are you using? KDE 1.2 and up ALT+F4 will close a window and double clicking it will shade it up or down. Unlike Microsofts set-up, where the ALT-F4 works but double clicking minimizes and maximizes.

Sounds to me as though you are using a very, very old version of Linux.
