On the other side, an ad for a computer training class warning people they can't use the computer without a license. And telling them that the curriculum is about all the restrictions that have been set on their use of the pc.

How do you think this discord will be resolved? Do you expect it to happen in the first place?

Yes, drivers' licenses happened. People can see collisions with poor drivers when they happen. This is an incentive to get the poor drivers off the road. Who ever sees somebody else's computer disaster?
Besides, many new users are being trained to blame Microsoft, so there's no possible responsibility for anything the user might do.
