Windows XP Service Pack 2 heads to retail

No: I believe the article was saying that Microsoft is pulling older copies of XP from the shelves and replacing them with copies that incorporate SP2. What it didn't specify is if the shelf price is the same (I assume it is, or it would have been noted).

As usual, it was a poor ZDNet headline.
