Bottom line...
Microsoft designs things this way:

1) How will this sell more copies of Windows and/or make it harder to migrate to other platforms.

2) How will this benefit users.

"1" takes priority every single time. In the case of .Net, it's designed (along with many other Microsoft offerings) to move people away from Windows 98. Either there's no Windows 98 version, or it lacks important features.

nb. This is sometimes painfully transparent, eg. the MSN videophone which is XP only. Are they seriously telling us that Windows 98 can't do video or networking???

This trend will continue with .Net and Longhorn. The new "database file system" will no doubt be tightly tied to .Net and Microsoft will make every effort to get programmers to use it. Expect version 2.0 of .Net 2.0 to be available for Longhorn only.

They'll also do "Office for Longhorn" and all the other "business as usual" stuff we've come to associate with their upgrade cycles.
