I agree that IE is a problem in that it allows this type of activity; but the adware provider exploited this capability.
It really depends on how the ad is presented. If the ad displays information that the source is the 'agreed' to install adware product, then fine, no problem. If the ad is presented as a pop-up or pop-under, with no mention that the adware provider is the source, then the average pc user would have no indication that the source is a separate piece of software (IE plugin or not), and not the visited website that is the source of the ad. The public's growing resentment of popups could cause the website owner's image to be tarnished undeservedly.
