Lack of trust
Governments, businesses, and individuals have a healthy distrust of Microsoft. Nothing more than that. It's that well earned reputation MS has that creates the mistrust.

I don't see anything wrong with what MS has done with their XML schema either. That doesn't mean I fully trust them though.
