It's simple.
When one operating system architecture allows anyone to type
FORMAT C:
and then press the ENTER key and the software formats your C: drive it is insecure.

When the operating system architecture does not allow this it is more secure. Even DR DOS required a switch before allowing this quick destruction of your system. Linux requires that you have the authority to do this. An ordinary user does not have this authority.

The question is not about your knowledge of the operating system, but about your authority to modify it.

The question is about design. Safes are designed with multiple locking pins that protrude from all sides of the door into the jamb. You can't put enough locks on the front door of you house to match this. In the same manner, you can not put enough locks on software to overcome poor basic design.

Simply put, a system designed from the bottom up for multiple users and for security will never be matched by patches applied to a single user stand alone system.
