C++ is usually as fast as assembly language
With the exception of a few special cases todays optimized C++ compilers produce more efficient binary code than a human could with hand coded assembly language. The runtime of a C++ program might be larger than that of a assembly language program, but otherwise it is better.

I don't feel that Java itself is slow, I think that it more the case of poorly written software. Even assembly languages can be slow if the person writing it was clueless. Any Java software that runs slow would also run slow if it were written in C++. Perhaps it is the case that Java is more forgiving of unskilled programmers so there are more poorly written Java programs floating around? I don't know.
