MS Tax: There are so many other OS around there that could be used as a "placeholder" OS, such as FreeDOS, if that was what people wanted.

This whole report sounds ridiculous. In fact, tt sounds exactly like Microsoft's argument behind the "MS Tax":

All PC's need to be sold with windows, or people will pirate windows. If a vender doesn't agree, they will be charged much more per OEM copy.
