It's called competition, and India & the Phillipines are using it to drain jobs from the US. American companies bid against one another for for top talent, why shouldn't they bid against Nations? You don't really think a Company wants to lose its intellectual talent to another Company. It would be interesting to see a comparison of the R&D monies that are spent in foreign countries to the US. Gut feel says India, the Phillipines, and the Europeans don't spend enough to keep their scientists & engineers busy. We do.

You may have missed the quote in the story alluding to the fact that if we don't allow foreign students in, our Universities will be turning out fewer Master & Doctorate students. Now, that's scary! Our own population doesn't care to compete with foreign workers by continuing post-gradaute work.
