You're kidding, surely?
Write a browser from scratch when several open source products are already available?

Apple is many times bigger than Google, they even write their own version of BSD, yet they used KHTML as the basis for their browser and it took them 3 years to pass IE and nearly catch Mozilla.

Microsoft took about the same after buying Mosaic, the Mozilla guys took what, 5 years to get a decent version of Mozilla up and running?

Google would be stupid to start from scratch. Building a browser is far more complex that you think.
